Mauritius : new directives for the importation of telecom equipment

The regulatory authority of Mauritius is taking measures to regulate the importation of radiocommunication and telecoms equipment. These measures strengthen the ones already taken in 2010 and 2014.

Since December 1st, the Information and Communication Technologies Authority (ICTA) has taken new measures to ensure that materials imported in Mauritius meet the standards it sets. The new measures are included in the Telecommunications Directive 1 and 2 of 2017. These Directives provide for additional obligations on licensed dealers with a view to protecting consumer interests with regard to the importation and commercialisation of radiocommunication/telecommunications equipment and to facilitate the importation and commercialisation of consumer electronics incorporated only with Bluetooth/Wi-Fi functionalities. They are :

• Additional obligations on licensed dealers regarding the importation and sale of spare parts and accessories
• Additional obligations on licensed dealers regarding service, repair and maintenance
• Additional obligations on licensed dealers regarding the importation and sale of wired PABX Systems
• Additional obligations on licensed dealers regarding the importation and sale of Bluetooth® Only equipped devices
a. 2.4000 GHz for 20 dBm (100 mW)
b. 2.4835 GHz for 10 dBm (10 mW)
• Additional obligations on licensed dealers regarding the importation and sale of devices equipped with Wi-Fi and/or BIuetooth®
a. 2.4835-2.400 GHz for 10 dBm (10 mW)
b. 2.4835-2.400 GHz for 20 dBm (100 mW)
c. 5.350-5.150 GHz for 23 dBm (200 mW)
d. 5.725-5.470 GHz for 30 dBm (1 W)
e. 5.850-5.725 GHz for 14 dBm (25 mW)
f. 5.850-5.725 GHZ for 36 dBm (1 W)Many pieces of equipment are concerned by these measures. They are among others
• Terminal Equipment without radio part
• Radio equipment including a transmitter
Mobile Phones
• Tablet PCs/ Phablets
• GSM/ UMTS/ LTE modems
• GSM/ UMTS/ LTE Dongles
• Laptops with wireless functionalities
• Cordless telephones
• Short Range/ Low power devices other than Bluetooth®
• Consumer Electronics
• PC Peripherals
• Car infotainment systems equipped with Wi-Fi and/or Bluetooth®
• Bluetooth® Only equipped devices
The list of equipment concerned by these new measures is not exhaustive.
The regulator informs all the stakeholders that the market surveillance is part of its assignments. In doing so, it intends to carry out random inspections to ensure the application of the new directives. The regulator then invites licensed dealers to keep at any time in their possession the relevant compliance documents certifying that the equipment meets the required standards.
