ICASA Type Approval fees have been increased

The Independent Communications Authority of South Africa (ICASA) informed its partners on March 27th that it would increase its type approval fees. From now on, all administrative fees associated with Type Approval will be increased by 6.4% in accordance with the rule 10 (3) of the type approval regulation that states that “the type approval fees will be adjusted by a maximum of the Consumer Price Index (CPI) as published by statistics in South Africa.” This increase concerns:
• Telecommunications Terminal Equipment
• Radio Equipment
• Untested variant
• Tested variant
• Badge Engineering
• Labels (pkts of 40 units)
• Provisional type Approval
• Administrative modification to Certificates (including transfer of the Certificate or name change/or address)
• Technical modifications for approved equipment
• Re-issue of certificates for approved equipment
• Administrative and Technical modifications

The increase is justified by the paragraph 35 (2) of the Electronic Communications Act, 2005. This increase price is applied to type approval and to equipment used or to be used within the framework of the provision of electronic communications. All manufacturers of equipment and consultants are invited to take this increase into account when carrying out their activity.

In September 2016, some ICT players proposed that the ICASA list some equipment that would not be submitted to type approvals. As an answer, the regulator declared that no exemption will be granted on the basis of the type of materials. The ICASA intends to develop a framework related to the exemption of equipment operating under some circumstances. It then quoted some conditions under which these pieces of equipment would be exempted from type approvals even if the authority assures that the list is not definitive.

Besides type approval, all annual radio frequency spectrum licence fees have been increased by 6.4%.
The practice of type approval is evolving in many countries. In South Africa, ICASA is showing a great dynamism in order to satisfy operators and consumers of digital service.
